Drivers of foreign-registered cars committed 8880 speeding offences between 2007/08 – but only four drivers were prosecuted.

Figures from the Metropolitan Police revealed the extent of the law-breaking, which equates to one offence an hour.

The Met says that the majority of drivers escape legal action because officers are almost powerless to identify them.

Police blame a lack of access to foreign databases and the fact that summons papers are not enforceable outside of the UK.

The European Union is currently writing legislation to make it easier to pursue fines and prosecutions across its borders.
