If passed following the consultation, the revised scheme will be introduced as follows:
February 4, 2008 Fee-waiving for low carbon-dioxide-emitting cars begins. Alternative Fuel Discount scheme will no longer accept new registrations.
July 6, 2008 The last day an annual or monthly carnet of passes can be bought for £8 per day (as well as the relevant block purchase discount) by drivers of high-emission vehicles.
October 6, 2008 Introduction of the £25 daily rate for high-emission vehicles. Residents driving high-emission vehicles would no longer receive any discount.
July 2009 Withdrawal of Alternative Fuel Discount for vehicles registered to the scheme.
Current discounts and exemptions for Blue Badge holders, taxis and licensed private hire vehicles will remain.
The current Congestion Charging NHS Reimbursement Scheme will remain in place, but eligible drivers who use cars that emit more than 225g/km of carbon dioxide will only be refunded £8 rather than the full £25.
Cars registered before March 2001 do not have a carbon dioxide rating, so they will be charged £8 a day unless they have an engine above 3.0-litres, in which case they will be charged £25 a day.
