Yes.

Average speed cameras are often set up on gantries with two camera heads at the entry to the zone and two at the exit.

If you know for certain which lanes are being monitored by which cameras you might be able to pick the right entry and right exit lanes to avoid detection, but again the price for getting it wrong is pretty steep.
