'Most speed cameras don't have any film in them, so the chances of receiving a ticket are slim.'

Wrong.

Not all cameras are loaded all of the time; in some areas of the country only around 11% are active at any one time, but you are taking a gamble if you carry on ignoring the speed cameras on this basis.

If it's a digital camera, it'll always be active, and you'll get a ticket.
