The ELV rules have forced car makers to take financial responsibility for recycling their own products.
The manufacturers have had to make arrangements to provide a network of locations for owners to dispose of their vehicles, and are forced to foot the bill if the cost of stripping and processing an old car is higher than the value of what's reclaimed from it.
However, this is unlikely to be a problem while the demand for natural resources remains so high from developing countries.
