The ground-breaking Volt plug-in hybrid car could be built at Vauxhall's Ellesmere Port plant on Merseyside.
Although it is going on sale in the USA in 2010 as the Chevrolet Volt, it would then be badged as a Vauxhall in the UK and Opel in Europe.
Both Vauxhall and Opel believe that having the Volt in their portfolios would give their brands a technology boost.
The Volt runs on electric power only for up to 40 miles, but uses a 1.4-litre petrol engine to charge the batteries and extend the range to up to 400 miles. It can also be plugged in to the mains for charging.
